The reason for the law enforcement is that many people don't have enough time for rest or having free time. The law of substance is practically securing free time by adding to holidays and weeks. This law will take effect gradually. The Meteorological Administration gets Friday off on the last week of every month. The Office of Legislation gets Friday off on the third week of every month, the Ministry of Culture, sports and Tourism gets Wednesday off on the last week of every month. This was announced on April, however ever government department will enforce it in May. The law has advantages and weak points.

The advantage is that one day every month can go quickly. The weak point is that after work overtime is done from Monday to Thursday, and that overtime collects and is used to leave early on Friday. Due to this, one public servant said "I'm stressed out that many people think civil officials can leave work early and enjoy their free time, but this is not the case. Many people have a divided response like this person's thinking.

Some think a strength of the law is that many people can enjoy Friday and can enjoy anything I want to do. Conversely, others think and say that private enterprise laws implement independently, so their employees can't enjoy this new situation. Only public servants can enjoy the law. Therefore, some employees feel sad.

As this law is actively carried out, many people will want to be a civil official. The amount if people who want to be civil official will increase. This will cause the suicide rate of people who fail to be a public official to increase. One woman who failed after many times attempting to become a civil official committed suicide in a rest area on her way home. I think many people will commit suicide for a similar reason. We must try to solve these problems regarding the increasing rate of suicide and the weak points of a flexible workplace.
