Until now, music videos have had to go through a rating review system. Ratings were decided on by the Korea Media Rating Board. The rating criteria had five levels : 1) videos suitable for all ages, 2) videos intended for audiences 12 and over, 3) videos intended for audiences 15 and over, 4) videos for those 18 and over, 5) videos that are controversial and considered a bad influence to universal human dignity, social values, good customs or national emotion due to excessive expression of nudity, violence, social behavior, etc. (based on Article 50, the Act of Promotion of Film and Video). However, many people say the rating criteria are unclear.

Holland's 'Neverland' music video, release last January, was rated as 18 and over because of a gay couple's kissing scenes. According to the Korea Media Rating Board, homosexual kisses are intended for audiences 19 and over, and heterosexual kisses are intended for audiences 15 and over. However, it is hard to accept the rating when you compare the simple homosexual kissing in the music video with the passionate heterosexual kissing in other videos that is deemed appropriate for those 15 and over.

On the other hand, Triple H's '365 FRESH' music video, release in May last year, was rated for audiences 15 and over. This rating was given despite the music video having suggestive scenes like exposure and bed scenes, enjoying entertainment with money from stolen cars and trying to commit mass suicide.

However, music videos may soon change to a self-rating system. The government announced 'A Study on the Innovation Plan for New Industry Regulations' in January. This new system is not to be applied immediately. In addition, even if the self-rating system is adopted, if the music video doesn't comply, it may be forcibly changed by the Korea Media Rating Board's standards. It is also good to introduce a self-rating system by distributors and production companies themselves. However, a better solution would be to improve the effectiveness of the existing rating system by revising it based on feedback from the public.
