A Double-edged Sword for Koreas

On April 27th, a historic inter-Korean summit was held by North and South Korean leaders in Panmunjom, DMZ. The North Korean leader crossed the line of the DMZ and shook hands with President Moon. Kim became the first North Korean leader to step a foot into South Korean territory since the Korean war, which ended more than 6 decades ago.

 

Both representatives met at the ‘Peace House’ and issued the ‘Panmunjom Declaration’. In the declaration, South and North Korea agreed to complete denuclearization which will lead to a nuclear-free Korean peninsula. Moreover, South and North Korea agreed to pursue trilateral meetings with the United States and quadrilateral meetings with the United States and China to declare an end to the Korean war.

 

The declaration attracted the attention of the world, and South Korea was filled with hope for permanent peace. However, the outcome may not be as positive as people expect. It could be a double-edged sword for South Korea. Either good or bad, there are some possible consequences of declaring denuclearization and an end to the war.

 

When the war ends, the possibility of a preemptive attack by the North is reduced, leading to a rise in the nation's credit rating and stock market. In addition, the links between China and Europe will considerably improve economic growth in Korea. The quality of people’s lives will improve due to a reduction of the military service period or switching the army system to a volunteer-based one rather than the current conscription model.

 

North Korea’s reform and opening may affect South Korea. Some of South Korea's trade with China will be handled by North Korea due to its growth of technology. It would be such a huge loss for South Korea considering the size of the Chinese market. In addition, efforts to help North Korea would lead to a waste of taxes. Also, the withdrawal of U.S. troops in Korea is a possible outcome which would reduce the country's absolute defense capability considering the US dependency of Korean national defense.

 

It has been more than 65 years since the armistice agreement was signed between the two Koreas, but nothing has been achieved until the 21st century. Therefore, the recent decision by the North Korean leader to visit the South has made a very meaningful step. However, since the summit came after several months of local provocation by the North, some politicians have criticized North Korea. There may be uncountable consequences that can be caused by denuclearization and the end of the war, South Korea must put effort into upcoming negotiations to ensure that the outcome is as positive as possible.
