Welfare for the Disabled: All is not as it seems

On March 5, the government announced that the disability rating system will be abolished in stages by July 2019. The disability rating system got lots of criticism for its classification rating by disability. Besides this, the benefit is concentrated in severely handicapped people so there were many comments about it.

 

The Law of Disabled people welfare section 10 Schedule 2 reads, ¨çThe Minister of Health and Welfare discuss with the head of the central administrative agency concerned to find and enforce a plan of disabled person, and synthesize a policy for interest and promotion of welfare for disabled people. This policy was arranged through discussions with the association of the handicapped and relevant ministries during one year. The emphasis of the policy is planning to provide customized services to individual needs and the environments of disabled people.

 

The application of the disabled assistant service is limited to severely handicapped people at the moment but disabled person four levels below can also use it depending on a comprehensive desires survey result in the future. Additionally, the word 'disability rating' has been changed to the word, 'degree of disability'.

 

Changes are as follows: To manage chronic disease systematically through instituting 'a health care system by one's doctor' and to manage one hundred 'disability health examination institutions' by 2021 (welfare·health), to support 'the disabled rights use of culture integration' via a 100,000-won increase (education·culture·physical education), to push ahead and increase 'the pension for the disabled base wages' to 300,000 won by 2021 (financial self-reliance foundation), to strengthen warning·refuge·safety equipment standards for disabled people (rage sphere and safety), and to apply ‘Barrier free certification’ in civil architecture in stages (social participation).

 

There is a place where disabled students solve difficulties of study. It's an 'open school which has growing up hope'. The program was supported by Changwon City Hall and Changwon City Office of Education(Other regions are also supported by the city hall and offices of education in each region.). The purpose of the ‘open school' is to reduce the protection burden of neglected disabled students at home during vacation and to supply various program for disabled children at eye level, thereby improving cognitive ability and sociality. The main participants are students with special needs and disabled students at school age. It run for 24 days excluding weekends and holidays during summer vacation.

 

I participated in an 'open school' in Jinhae-gu, Changwon-si. There were 21 disabled students and 6 teachers. The disabled students age group was various; they were born between 1999 to 2011. We did special activities like watching a musical, visiting helicopter troops, watching a puppet show, etc. They also, studied language arts, art, mathematics, etc. like in a regular school. What I learned from the open school is that the disabled students have a lot of desire to learn and they try to do their best. This program has helped improve awareness of the disabled. If you are involved in a related subject such as special education or social welfare or if you are simply interested, why don't you become an 'open school' teacher?
