Ji Cheong Cheon decided to join the independence movement after hearing about the March 1st Independence Movement in 1919. Thus, he became the head of the school at Shinheung Military Academy and concentrated his energy on fostering the independence army.

He organized the Korean Independence Army and assumed the post of commander-in-chief. Then in 1931, when Japan invaded Manchuria, the army fought against Japanese troops in North and East Manchuria. He led the Korean Liberation Army, leading the expansion of troops and promoting joint ventures with the British and American forces. He was elected to the Constitutional Council by the most votes nationwide in the general elections in May 1948 and served as the second lawmaker and chairman of the National Defense Commission. He passed away in January, 1957.
