Lee Seok-young was born in Seoul in 1855 and participated in the establishment of Gyeonghaksa in April 1911. In June of the same year Shinheung Training Center, an independent military training school, was opened with funding from Lee Seok-young. He was also the head teacher of the school.
When Sinheung Military Academy was closed in 1920 due to the oppression of the Japanese, Lee Seok-young left Seogando and lived in Beijing, Shanghai and other places. Lee Seok-young, who devoted his life to fostering the independent army, died in 1934 at the age of 80.
