As the Protectorate Treaty between Korea and Japan was concluded in 1905. When the Korean Empire was deprived their diplomatic rights, Emperor Gojong call Jung Hwan-jik and gave the secret order while talking about Chinese idioms. When his father, Jung Hwan-jik, resigned from office, he prepared to raise up forces with him.

He who went to Yeongcheon to install the Yeongcheon Civil Army Center and raise up forces in 1906. In February of the same year, he was chaired by 1,000 righteous armies, and prepare to put up a resistance and choose the name ‘a military camp of Sannam’. The military camp of Sannam was started in July 1907 and won victories in Pohang and Yeongcheon. However, he and many righteous armies were killed in action from a counterattack by the Japanese military at Ibamvalley in September.
